Steven Seagal is lethal undercover cop Elijah Kane who along with his team are up against a new wave of criminals, a militant gang trying to ignite civil unrest in Seattle
a group who call themselves, the "New Hope." Meanwhile Kane's mysterious Black Ops past catches up with him in the form of his ex-comrade Bird who is identified as a deadly sniper terrorising the innocent people of the city. With these two threats besieging the streets, Kane and his undercover team must do all in their power to defend the city against these deadly enemies before it is too late.
