When a travelling crook and his band of brigands accost the mayor of a local town they decide to turn the situation to their advantage - claiming the town's governorship for themselves. However, little do they know that the town is in fact controlled by a powerful mobster (Chow Yun-Fat - Confucius, Bulletproof Monk, Crouching Tiger) who has no intention of relinquishing control. The two men and their armies of supporters soon enter into a bloody battle for the town that will leave everyone fighting for their lives...
